On your point on using a different term instead of "extinct." I tried to consider your suggestion, but thinking about it, extinct is the correct term actually. when you talk about whale populations, the members within these populations share a common DNA sequence that qualifies them to a certain metapopulation. And so in cases like this, it can be postulated that the specific DNA populace of the Atlantic population really was actually extinct. hence, the usage of the term.

You might want to take a look at Phylogeography. It helps a lot.
